- Annual Report 2018-2019 of the chair UNESCO e ICDE: Open educational movement for Latin AmericaRamírez Montoya, María SoledadWith the general objective of promoting the integration of research, training and documentation of the open education movement in Latin America, work was carried out based on the specific objectives, where the following results were achieved: ▪ Objective 1. Sharing and mobilising open knowledge through training processes and implementation mechanisms. Results. 16 keynote lectures, 13 MOOC, 2 workshops and impacting more than 150,000 people from more than 50 countries. ▪ Objective 2. Promote the integration of Latin American academics, through collaborative networks, to use and produce OER and join efforts to reduce gaps in education. Results. The OpenergyLab network was integrated with the objective of promoting connection nodes for collaboration between different institutions, social and governmental organisations, with the purpose of promoting education and open innovation for energy sustainability. ▪ Objective 3. Produce and disseminate studies of the open education movement and promote digital publishing practices. Results. Three studies were carried out with funding from the National Council for Science and Technology, the Mexican Ministry of Energy and the Ministry of Economy and Competitiveness of the Government of Spain. An innovation book was published to train in energy sustainability with massive open courses (MOOC). 2 ▪ Objective 4. Promote cooperation with other Unesco Chairs in the area of open educational resources. Results. Participation with the UNESCO Chair of Athabasca University, Rory McGreal, in the OpenergyLab network. ▪ Objective 5. Cooperate closely with UNESCO in other relevant programmes and activities. Results. Actively participated with UNESCO in the intergovernmental meetings for the new UNESCO 2019 recommendations. Also participated in the Open Education Conference 2019 organised by Open Education Global.
- Informe anual 2019-2020 de la Cátedra UNESCO e ICDE: Movimiento educativo abierto para América LatinaRamírez Montoya, María SoledadCon el objetivo general de promover la integración de la investigación, formación y documentación del movimiento educativo abierto en América Latina, se trabajó con base en los objetivos específicos, donde se lograron los resultados siguientes: Objetivo 1. Compartir y movilizar el conocimiento abierto, a través de procesos de formación y mecanismos de implementación. Resultados. Se impartieron 18 conferencias magistrales, 13 MOOC, 2 talleres e impactando a más de 150,000 personas, de más de 50 países. Objetivo 2. Promover la integración de académicos de América Latina, a través de redes de colaboración, para usar y producir REA y unir esfuerzos para reducir las brechas en la educación. Resultados. Se llevó a cabo la “Estancia Internacional UNESCO/ICDE 2019 “Movimiento Educativo Abierto para América Latina”, del 9 al 20 de diciembre de 2019, en Monterrey, México (tiny.cc/EstanciaUnesco2019-Proy-V). Participaron 56 asistentes de diez países: Argentina, Chile, Colombia, Ecuador, España, Estados Unidos de América, México, Nicaragua, Perú, República Dominicana y 14 panelistas de Costa Rica y México. 2 Objetivo 3. Producir y diseminar estudios del movimiento educativo abierto y promover prácticas de publicaciones digitales. Resultados. Se llevaron a cabo 3 estudios con financiamientos de Consejo Nacional de Ciencia y Tecnología y del Tecnológico de Monterrey. Se publicó un libro de innovación para formar en sustentabilidad energética con cursos masivos abiertos (MOOC). Objetivo 4. Promover la cooperación con otros Chair de Unesco en el área de recursos educativos abiertos. Resultados. Se participó con el Chair de recursos educativos abiertos de la Open Universiteit of the Netherlands, en estudio y publicación. Objetivo 5. Cooperar cercanamente con UNESCO en otros programas y actividades relevantes. Resultados. Se participó activamente con UNESCO en las reuniones de expertos de OER Dynamic Coalition. Asimismo, se participó en el Open Education Conference 2020 organizado por el Open Education Global.

Fifty-six participants from ten countries participated: Argentina, Chile, Colombia, Dominican Republic, Ecuador, Mexico, Nicaragua, Peru, Spain, United States of America and 14 panellists from Costa Rica and Mexico. ▪ Objective 3. - Informe técnico de los Proyectos de la Estancia Internacional UNESCO 2019(2019-12-20) Ramírez-Montoya, María SoledadObjetivo: construir en redes internacionales proyectos innovadores de impacto social en el marco de la estancia internacional UNESCO 2019, por medio de metodologías activas, interacciones con expertos en innovación, educación e investigación, con el fin de aportar soluciones creativas para contribuir con los objetivos de desarrollo sostenible (ODS) de la agenda UNESCO 2030.

Se impartieron 17 conferencias magistrales, 11 MOOC (en las plataformas abiertas MéxicoX y EdX), 8 talleres y 1 OpenLab, impactando a más de 50mil personas, de más de 40 países. Objetivo 2. Promover la integración de académicos de América Latina, a través de redes de colaboración, para usar y producir REA y unir esfuerzos para reducir las brechas en la educación. Resultados. Se llevó a cabo la “Estancia Internacional UNESCO/ICDE 2017 “Movimiento Educativo Abierto para América Latina”, del 1 al 15 de diciembre de 2017, en Monterrey, México (http://hdl.handle.net/11285/627991 ). Participaron 82 asistentes de once países: Argentina, Costa Rica, Chile, Colombia, Ecuador, Guatemala, México, Perú, Paraguay, Reino Unido y Venezuela y 18 panelistas de España, Hong Kong, Inglaterra y México. Objetivo 3. Producir y diseminar estudios del movimiento educativo abierto y promover prácticas de publicaciones digitales. Resultados. Se llevaron a cabo 3 estudios con financiamientos de CONACYT y de la Secretaría de Energía de México, se publicaron 20 artículos, 8 ponencias, 3 libros editados y 101 recursos educativos abiertos, disponibles en acceso abierto en el repositorio del Tecnológico de Monterrey (https://repositorio.itesm.mx/discover?scope=%2F&query=266632&submit= ) Objetivo 4. Promover la cooperación con otros Chair de Unesco en el área de recursos educativos abiertos. Resultados. Se participó con el Chair UNESCO de la Universidad de Athabasca, Rory McGreal, en la edición temática del Monográfico para la revista Comunicar (Revista JCR y Scopus Q1) con el tema: “Ciencia y saber compartidos. Acceso abierto, tecnologías y educación”. ( https://www.revistacomunicar.com/index.php?contenido=revista&numero=54 ). Asimismo, se participó en 2 paneles con otros Chair Unesco en las conferencias de Canadá y Eslovenia y con la Oficina UNESCO Ecuador para dar una conferencia en el tema de inclusión. Objetivo 5. Cooperar cercanamente con UNESCO en otros programas y actividades relevantes. Resultados. Se participó activamente en el “Plan de Acción OER de Ljubljana”, que fue el producto de un proceso de consulta abierto mundial - 6 Consultas regionales, consulta abierta en línea y debate durante el 2º Congreso Mundial REA celebrado del 18 al 20 de septiembre de 2017 en Liubliana, Eslovenia , con más de 500 partes interesadas de todas las regiones, incluidos 14 Ministros de Educación o Educación Superior.
- Annual report 2017-2018 of the chair UNESCO e ICDE: Open educational movement for Latin America(Tecnológico de Monterrey, 2018-05) Ramírez Montoya, María Soledad; Tecnológico de MonterreyWith the general objective of promoting the integration of research, training, and documentation of the open educational movement in Latin America, we worked based on the specific objectives, where the following results were achieved: Objective 1. To share and mobilize open knowledge, through training processes and implementation mechanisms. Results 17 lectures, 11 MOOCs (in the open platforms MexicoX and EdX), 8 workshops and 1 OpenLab were given, impacting more than 50,000 people from more than 40 countries. Objective 2. To promote the integration of academics from Latin America, through collaborative networks, to use and produce OER and join efforts to reduce gaps in education. Results The "UNESCO / ICDE International Stay 2017 Open Educational Movement for Latin America" was held from December 1 to 15, 2017, in Monterrey, Mexico (http://hdl.handle.net/11285/627991). 82 attendees from 11 countries participated: Argentina, Costa Rica, Chile, Colombia, Ecuador, Guatemala, Mexico, Peru, Paraguay, United Kingdom and Venezuela, as well as 18 panelists from Spain, Hong Kong, England, and Mexico. Objective 3. To produce and disseminate studies of the open educational movement and promote practices of digital publications. Results Three studies were carried out with funding from CONACYT and the Ministry of Energy of Mexico, 20 articles, 8 conference papers, 3 edited books and 101 open educational resources were published, available in open access at the Tecnologico de Monterrey repository (https://repositorio.itesm.mx/discover?scope=%2F&query=266632&submit=) Objective 4. To promote cooperation with other UNESCO Chairs in the area of open educational resources. Results Participation with the UNESCO Chair of the University of Athabasca, Rory McGreal, in the thematic edition of the Monograph for the Journal Comunicar (JCR Magazine and Scopus Q1) with the theme: "Science and shared knowledge. Open access, technologies, and education." (https://www.revistacomunicar.com/index.php?contenido=revista&numero=54). Additionally, we participated in 2 panels with other UNESCO Chairs at the conferences of Canada and Slovenia and with the UNESCO Ecuador Office to give a lecture on inclusion. Objective 5. To cooperate closely with UNESCO in other relevant programs and activities. Results We were actively involved in the "OER Action Plan of Ljubljana", which was the product of a worldwide open consultation process - 6 regional consultations, open online consultation and debate during the 2nd OER World Congress, held on September 18-20, 2017 in Ljubljana, Slovenia, with more than 500 stakeholders from all regions, including 14 Ministers of Education or Higher Education.
